Dr. Maha Allam

International Relations Expert

Dr. Maha Allam is an International Relations Expert at NAWA, bringing interdisciplinary experience across research, diplomatic coordination, institutional communication, and international conference management. Her work focuses on strategic relations, global order shifts, and applied peacebuilding engagement.

She holds both an MA and a PhD in Political Science from Cairo University. She began her career at the League of Arab States and later gained experience in journalism and diplomatic protocol before joining the Egyptian Center for Strategic Studies (ECSS), where she served from 2018 to 2025 as a researcher and later Head of the American Studies Unit.

Dr. Allam played a leading role in coordinating major international conferences, including events held in partnership with the Middle East Institute in New York and multilateral forums such as COP27. She also participated in the Cairo Peace Summit and contributed to policy dialogue initiatives related to post-conflict governance and human rights.

Her specialization includes Egypt–US relations, global governance transitions, and sustainable peacebuilding strategies. She has completed advanced professional training in negotiation, mediation, and peacebuilding from international institutions.

At NAWA, she supports international engagement strategy and contributes to research and policy dialogue initiatives addressing global and regional strategic shifts.

He holds a PhD in Planning and Management of Security Strategies from the Police Academy in Cairo and serves as a visiting professor at several Egyptian universities. His academic grounding complements decades of professional engagement in risk analysis, armed group evolution, and regional strategic shifts.

Dr. Okasha has contributed to major national policy frameworks, including Egypt’s National Human Rights Strategy and the National Action Plan on Women, Peace and Security (WPS), supporting the translation of policy architecture into operational institutional mechanisms through partnerships with UN Women, national councils, and government entities.

Internationally, he has participated in high-level platforms including COP27, the Stockholm Forum on Peace and Development (SIPRI 2024), and closed-door strategic dialogues conducted under the Chatham House Rule. He previously served for nearly seven years as Executive Director of the Egyptian Center for Strategic Studies (ECSS), leading a multidisciplinary research ecosystem of over 120 experts.

At NAWA, he leads the institution’s strategic direction, focusing on evidence-based conflict analysis, multi-track dialogue support, and the development of practical policy pathways in fragile and transitional regional contexts.

At Nawa, we see the post-conflict phase not as the end of a crisis, but as the beginning of a new developmental path.
