Dr. Noha Bakr
Senior Associate Consultant
Dr. Noha Bakr serves as Senior Associate Consultant at NAWA, bringing together academic depth, governmental experience, and advisory expertise across security, development, and human rights policy. Her work bridges scholarly research and institutional practice, particularly in areas related to human security and multilateral engagement.
She holds a PhD in International Relations and International Organizations from Cairo University’s Faculty of Economics and Political Science, as well as a Diploma in War Studies from Cornell University. She serves as a lecturer and external examiner in postgraduate programs and has published peer-reviewed research in the fields of security and human rights. Her academic contributions have been recognized through distinguished alumni awards from the National Defense University (2009) and the American University in Cairo (2015).
Dr. Bakr previously served as Assistant Minister of International Cooperation (2010–2015), overseeing economic cooperation portfolios with Canada and the Americas. She has also held executive leadership positions in the private sector and served as a consultant to organizations including the African Union and the United Nations Development Programme (UNDP).
She is currently a member of Egypt’s National Council for Human Rights and the Citizenship and Human Rights Committee of the Supreme Council for Culture.
At NAWA, Dr. Bakr contributes to policy-oriented research and advisory frameworks that connect governance reform, gender policy, and post-conflict institutional stabilization.
